On July 10, the Office of the US Trade Representative announced the proposed tariff list for China’s $200 billion exports to the United States, covering all types of textile yarns, fabrics, industrial finished goods and some home textiles and textile machinery, 2017. China’s exports to the United States total more than $4 billion.


The China National Textile and Apparel Council (hereinafter referred to as China Textile Association) is deeply worried about the US's acceleration of trade frictions and expresses its firm opposition to the US import tariffs on textiles and textiles exported to the United States.


Since the implementation of the Memorandum of Understanding on Textiles and Clothing between China and the United States at the end of 2008, the textile and apparel trade between China and the United States has returned to liberalization and has maintained steady and healthy development. The Chinese textile industry adheres to the principle of fair participation in international competition and the continuous improvement of the level of opening up to the outside world. It actively integrates into the global textile industry division of labor, fully opens up commodity trade and investment access, and has established cooperation with the US textile manufacturing, trade and circulation industries and cotton planting industry. Stable, efficient and mutually beneficial industry chain and supply chain cooperation. The Chinese textile industry has provided a large number of high-quality and cost-effective products for American consumers, creating many jobs for the US textile industry and related industries. The United States has also provided China with a considerable number of textile industry chain products such as cotton, cellulose raw materials, chemical fiber, textile fabrics, dyeing materials, and various functional household and industrial textiles to meet China's diversified domestic demand market. Over the years, China Textiles has actively communicated with industry organizations such as the National Cotton Council and the American Nonwovens Association, providing many platforms and opportunities for promoting the establishment and maintenance of friendly and cooperative relations between the two industries.


Building a responsible sustainable development model is a common principle in the field of international trade and economic cooperation. China's textile industry has always attached importance to social responsibility construction, taking the lead in promoting the integration of social responsibility values into industrial development, improving the employment environment, assisting in ensuring poverty alleviation, establishing a green industrial system, developing green trade, adapting to the trend of globalization, and respecting and complying with international economic and trade rules. Significant achievements have been made and recognized by international organizations such as the World Bank and the United Nations. The Office of the US Trade Representative has evaluated the CSC9000T China Textile and Apparel Corporate Social Responsibility System as the best practice to guide companies to comply with laws and regulations.


At present, the trade friction between China and the United States has escalated. The textile industry is willing to take the national interest as its fundamental position, further deepen the transformation and upgrading, vigorously strengthen the development of responsibility, and resolve the negative impact of the irrational tax increase. The textile industry also unanimously expects that Sino-US trade issues can be properly handled and return to normal track as soon as possible. At the same time, the close cooperation between China and the US textile industry is hard-won, and it should be cherished. China Textiles has solemnly appealed to the relevant industries in the United States to uphold the concept of fair competition, cooperation and win-win, and resolutely oppose the unfair and tax increase measures of the US government. China Textiles will closely follow the US's further actions, timely report information and early warning risks to the whole industry, and will promptly investigate and summarize the opinions and appeals of the majority of enterprises, provide feedback to relevant government departments, and propose feasible countermeasures. China Textiles will actively strengthen communication with relevant industry organizations in the US industry and make due efforts to maintain a stable and healthy foreign trade environment in the textile industry.
